Born in Devon in February 1842, Hill was a student in the Military Department at King’s in 1857-58. After leaving King’s, he served with the Royal Engineers and became Lieutenant, Lieutenant-Colonel, and then Colonel. He was also assisted the Kurram Valley Field Force in Afghanistan as a field engineer. Hill died in 1927, aged 85.
