Born in 1769, Chapman was educated at Gonville and Caius, and then proceeded to work there between 1792-1852, as Fellow, Dean, Steward, Bursar, and finally College Master. He was also ordained in 1794, and was the Rector of Ashdon between 1818-1852. He gave £1000 to the College Building Fund and in his will made a bequest to the Norrisian Professorship of Divinity.
