Sparks graduated from Cambridge with a BA in 1782, a MA 1785 and a DD in 1803. In 1784, he became a fellow of Pembroke College, he was also a tutor to the fifth Duke of Rutland. From 1800 to 1805, he was vicar of Scalford in Leicestershire, and from 1800 to 1809 vicar of Redmile. From 1803 to 1810, Sparks was vicar of St Augustine-the-Less in Bristol, in 1803 dean of Bristol then in 1809 bishop of Chester. His final appointment was to the bishopric of Ely in 1812, which he maintained until his death.
