Born in 1770 and educated at St John’s College, Cambridge, Rose became the Member of Parliament for Southhampton in August of 1794.

He was associated with claims made regarding estates in Antigua and Dominica, and was awarded £2,342 and 14 shillings for his joint ownership of the Cane Field estate in Dominica between 1823 and 1834, whereby 111 individuals were enslaved. Rose had inherited this estate in Dominica from his mother, Theodora Rose (nee. Duer), who herself acquired £3,306 for her ownership of 244 enslabved individuals in Antigua. Prior to receiving his compensation, in 1823 Rose had published A Letter on the Means and Importance of Converting the Slaves of the West Indies to Christianity, supporting evangelism in plantations.
