Born in 1757, Villiers was the second son. He was highly educated, and called to the bar by 1779. He was brought into Parliament by 1784, and while he was brought in due in part to his friendship with William Pitt the Elder, Villiers was considered more of a courtier than a debater. With British fears around the French Republic, Villiers joined the army, being given the rank of colonel. He was, for a time, the envoy to Portugal. He became the Earl of Clarendon on his elder brother’s death in 1824, and lived to 1838 himself. He married his first cousin, Maria Eleanor Forbes, and they had a daughter, Lady Mary Harriet Villiers, who died unmarried.
