Born Frances Winckley in 1787, she was the only daughter and heiress of Thomas Winckley, a wealthy landowner. She married Sir John Shelley, the 5th Baronet of Michelgrove, in 1807. She became a close friend of the Duke of Wellington and, towards the end of her life, with Queen Victoria. She died in 1873 aged 85.
