Born in Mayfair in 1794, Boileau was the descendent of Étienne Boileau, one of the first known provosts of Paris. He was well educated, and joined the British Army. Once a baronetcy was created for him in Norfolk, Boileau dedicated himself both to Norfolk and to archaeology. He was involved in a range of societies to do with both the arts and sciences. He and his wife, Lady Catherine Sarah Elliot-Murray-Kynynmound, had nine children. He died in 1869, having suffered from chronic bronchitis.
