Date

Manganaro proposed restoring as a dedication to Commodus, but the reading is against this; it has the form of an honorific, however, likely imperial (AD 150 – AD 250)

The text has the form of an honorific with the first line given most prominence. An imperial honorific to an Aurelius is perhaps most likely, as suggested by Manganaro, but line 2 contains a name ending in either -bio (e.g. Fabio) or -rio (e.g. Valerio), and cannot be 'Pio' as proposed by Manganaro.
